Honoring him for one specific reason, and it isn't because he wants to do a good job as Director, or for him to be proud of him, really (although that's nice, too). It's his freedom Reno is honoring. The last thing he wants is for Tseng being released out into the world to pursue whatever he likes to come at the cost of a department that's falling apart. It might provoke some sense of responsibility, for one thing, and for another, Tseng left him with a promise: do as he's asked, and he'll see Tseng again.
